Successful candidates will be deployed to the Department of Justice and will mainly be responsible for the following duties - (a) to lead the overall project management, coordination and implementation activities for the enhancement of Case Management System of the Prosecutions Division and plan for implementation of inter-departmental system interface for legal advice, charging and trial processes between the Department of Justice, Law Enforcement Agencies and the Courts; (b) to advise on the scope and deliverables for Case Management System and inter-departmental system interface, and to elicit user requirements, document and prioritise business requirements, formulate business process and workflow for the Case Management System and inter-departmental system interface with Law Enforcement Agencies; (c) to advise directorate officers on matters related to IT projects and technology solutions; (d) to implement AI-powered initiatives aimed to streamline internal workflows and preparation of legal documents; (e) to facilitate effective communication between development team and stakeholders, including senior directorate officers; (f) to conduct research, study and scoping on all aspects, to plan detailed timescales, and to seek project funding; (g) to lead the design, implementation, development, testing, management and maintenance of the Prosecutions Division’s projects; (h) to brief the development team of the projects of the Prosecutions Division on the workflow procedures and provide advice on the implementation approach for the projects; (i) to liaise with vendors and oversee outsourcing contracts to ensure delivery of service within budget and schedule; (j) to verify all deliverables for the projects of the Prosecutions Division and ensure quality control before acceptance; (k) to coordinate the IT projects in all phases, including feasibility study, systems analysis and design, procurement and installation of computer systems, implementation, system nursing and maintenance; (l) to handle IT projects in other Divisions as required by IT team and to carry out other IT-related duties as assigned by the management.

Candidates should have (a) a bachelor degree in Computer Science, Computer Engineering or a related discipline awarded by a Hong Kong university, or equivalent; (b) at least 20 years of post-qualification full-time working experience in feasibility study, development, implementation, support and maintenance of projects, preferably Information Technology (IT) projects, including at least 15 years of full-time working experience at managerial / supervisory position in formulating and implementing strategies, and managing business project development, preferably in IT-related areas.

HK$101,775 per month

An end-of-contract gratuity may be granted upon satisfactory completion of the contract with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance (Cap.485), equals 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), paid annual leave of 14 days per year of service and maternity/paternity leave, where appropriate, will be granted in accordance with the provisions of the contract.

Successful candidate will be appointed on non-civil service contract terms for 24 months. Renewal of contract will be subject to the service need of the Department of Justice and the performance of the candidate.
