Deputy Director-General (DDG) of Office for Attracting Strategic Enterprises (DDG/OASES) will, in addition to supporting the Director-General (DG/OASES), oversee the engagement with target strategic enterprises and maintaining close ties with internal and external stakeholders especially for those from outside Hong Kong. His/Her main duties include – (a) To assist DG/OASES in policy and strategy matters relevant to attracting strategic enterprises, including contributing to high level planning, priority-setting and cross-bureau/departmental alignment; (b) To lead and oversee day-to-day engagement with target strategic enterprises, including taking charge of selected high-priority calls, supporting negotiations on incentive packages, ensuring effective follow-through on facilitation measures and working closely with bureaux/departments and public bodies to ensure timely delivery of commitments and resolution of cross-agency issues; (c) To maintain close ties with stakeholders in the - business sector, including major trade/industry associations, etc. - investment and finance community, including leading banks, investment funds, Hong Kong Stock Exchange and Clearings Ltd, Hong Kong Investment Corporation Limited, Hong Kong Monetary Authority, etc. - professional services community, including the leading Certified Public Accountant firms, management associations, professional bodies, etc. - universities and research institutions - statutory bodies and quasi-government bodies, including technology parks (i.e. Hong Kong Science and Technology Parks, Cyberport, Hong Kong-Shenzhen Innovation and Technology Park), Hong Kong Productivity Council, Hong Kong Trade Development Council, etc.; (d) To assist DG/OASES in overseeing the overall management of the Office, including policy coordination, public relations and promotional initiatives, etc. as required; (e) To work closely with members of the Advisory Committee on Attracting Strategic Enterprises and to steer the work of its Secretariat; and (f) To provide strategic guidance and coordination to the Mainland and overseas Dedicated Teams for Attracting Businesses and Talents, ensuring alignment with the Office’s priorities and strengthening collaboration between non‑local teams and the local core team.

Candidates must be permanent residents of the Hong Kong Special Administrative Region (HKSAR) at the time of appointment and should possess by the application deadline – (a) At least 10 years of administrative and managerial experience in senior positions, preferably with large public or private organisations. Experiences related to marketing, business development, trade or investment promotion would be an advantage; (b) a Bachelor or post-graduate degree from a university in Hong Kong, or equivalent; (c) strong leadership and management capabilities, good communication and public speaking skills; (d) an international perspective with a good understanding of the Mainland and Hong Kong business environment, Hong Kong’s unique role and contributions to the national policies, strong business sense and solid commercial knowledge, and proven track record of working collaboratively with multiple stakeholders; and (e) a strong command of both written and spoken Chinese (Cantonese and Putonghua) and English.

$230,975 (equivalent to Directorate Pay Scale Point 3)

The appointee will be entitled to housing beneﬁts, vacation leave with leave passage allowance commensurate with a position of comparable seniority, and medical and dental beneﬁts, subject to meeting the eligibility criteria as stipulated in the regulations relating to provision of such benefits. An end-of-agreement gratuity may be granted upon satisfactory completion of the full agreement period with consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the agreement period.

The successful candidate will be appointed on non-civil service agreement terms up to July 2027, which is renewable at the Government’s discretion.
