Reporting to the Permanent Secretary for Education, through Deputy Secretary for Education, the Chief Executive, Curriculum Development Institute has the following major duties and responsibilities – (a) to steer the development, review and optimisation of primary and secondary school curriculum of key learning areas and subjects, including Language Education, Physical Education, Arts Education, Personal, Humanities and Social Education, senior secondary Citizenship and Social Development, and Applied Learning; as well as cross-curricular areas, including Values Education, National Education (including Patriotic Education, National Security Education, the Constitution and Basic Law Education), and Digital Education; (b) to serve as the Vice Chairman of the Curriculum Development Council, and in collaboration with the Innovation Technology Education Division, steer and direct the Curriculum Development Institute (CDI) and relevant Sections in providing secretariat services to the Council and its committees for promoting curriculum development in kindergartens, primary and secondary schools and facilitating the interface between different learning stages; (c) to supervise the formulation, co-ordination and monitoring of the curriculum support and implementation strategies for the curriculum realms listed in (a) above, including providing curriculum guidelines, organising teacher training, compiling and reviewing learning and teaching resources, and organising territorial-wide student learning activities; (d) to communicate and collaborate with different stakeholders within and outside the Education Bureau and to conduct data collection for informing and optimising curriculum development; (e) to lead CDI to collaborate with the Hong Kong Examinations and Assessment Authority to enhance the assessment literacy of schools and ensure the alignment of the Hong Kong Diploma of Secondary Education Examination with the senior secondary curriculum; and (f) to perform other duties as assigned by senior officers.

Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment and should have – (a) a bachelor degree from a Hong Kong university, or equivalent; plus a higher degree in education; (b)(i) a Bachelor of Education (BEd)/ Postgraduate Certificate in Education (PGCE) / Postgraduate Diploma in Education (PGDE) from a Hong Kong tertiary education institution, or equivalent; or (ii) a teacher's certificate awarded by the former Colleges of Education or the former Hong Kong Institute of Education, or equivalent; (c) at least 12 years' post-first degree experience in teaching and one or more of the following areas on a full-time basis: curriculum development, teacher education, inspection of schools, school administration, school-based support service, research and assessment projects related to education. At least five out of the 12 years should be at the senior management level or in a key administrative position in the field of education. Recent experience in the local education field including institutions and/or schools will be an advantage; (d) awareness of recent developments in the education system with particular reference to current trends in curriculum development and education reforms in Hong Kong; (e) good communication and interpersonal skills with political acumen; (f) good command of spoken and written Chinese and English; with the ability to communicate in Putonghua; and (g) a pass result in the Basic Law and National Security Law Test (Note).

Candidates holding qualifications obtained from academic institutions outside Hong Kong should provide copies of diplomas/certificates, transcripts of studies and official documents issued by the relevant academic institutions stating the mode of delivery (e.g. full-time/part-time, on campus/distance learning, etc.) of the study programmes. To facilitate the assessment of the qualifications, candidates should provide the supporting documents as mentioned above for all other relevant qualifications obtained as far as possible. Candidates holding local qualifications should provide copies of the documents stating the major and minor subjects studied in their degree courses and/or relevant subject training. Candidates should also state the nature and relevancy of the experience. Applications which are late, incomplete (including without the required documents as stated above) or submitted by means other than those stated above will NOT be processed. Candidates who are selected for interview will normally receive an invitation in about six to eight weeks from the closing date of applications. Those who are not invited for interview may assume that their applications are unsuccessful.
