Chinese Medicine Officer

The Chinese Medicine Officer will be deployed - (a) to provide professional, technical and administrative support for the Chinese Medicine Unit and assist the implementation of various initiatives as recommended in the Chinese Medicine Development Blueprint or included in government policies in relation to the development of CM in Hong Kong; (b) to assist in implementing policies in relation to the legislative framework on CM, the development of CM professional and interprofessional collaboration between CM and other healthcare professionals; (c) to assist in implementing CM services in relation to quality and clinical effectiveness across primary, secondary and tertiary healthcare levels; (d) to assist in supporting big data research initiatives in relation to real-world evidence; (e) to assist in liaising with local, Mainland and international stakeholders relating to development of CM services, education and research; and (f) to perform any other duties as assigned by seniors.

Candidates should, by the application deadline - (a) possess a Bachelor or post-graduate degree from a university in Hong Kong or equivalent; (b) possess academic or professional qualification related to Chinese medicine (CM) obtained from Hong Kong or outside Hong Kong; (c) have at least 6 years of full-time experience with relevance in the fields of CM, such as service development, clinical practice, drug management, administration, research, education, public education, publicity and/or trading; (d) be familiar with national and local policies on the development of CM, including Hong Kong’s Chinese Medicine Development Blueprint and interprofessional collaboration initiatives; and (e) meet the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (see note 1 below). Candidates who possess the following attributes would be an advantage: (a) post-graduate degree in public health, healthcare management, clinical epidemiology, evidence-based medicine, or regulatory science; (b) relevant working experience in public health, healthcare management, clinical epidemiology, evidence-based medicine, regulatory science, or CM services development, with emphasis on methodological and technical expertise in areas such as clinical practice guideline and clinical pathway development, formulating or adopting clinical practice guideline methodology standards, conducting herb-drug interaction research/big data studies, or health services research in CM; (c) knowledge of Hong Kong’s healthcare system, including healthcare organisation structure and process, profession regulation, and interprofessional collaboration mechanisms; (d) experience in liaising with local, Mainland and international CM stakeholders on technical or methodological matters; and (e) good command in Putonghua (see note 2 below). Note 1: For appointment purpose, “Grade E” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to “Level 2” in Chinese Language and English Language in the 2007 HKCEE and henceforth. Note 2: Candidates should indicate the proficiency in Putonghua under the item “Academic Attainment” in the application form.
